Contract Notice [TEIN4 Afghanistan Connectivity]

The TEIN4 project seeks international point-to-point connectivity between Afghanistan* and one of TEIN POPs (Beijing, Hong Kong, Singapore & Mumbai). The capacities to be procured will be in the range 100M to 1Gbps. Term of contract of connectivity could be for up to a maximum of 3 years. Any interested organization to be invited to the tender must formally express its interest to [tech@teincc.org], with relevant information noted in the full contract notice, by August 2015. *With regards to Afghanistan, physical termination will be Torkham the border between Afghanistan and Pakistan, however service point (including technical issues, for example, troubleshooting, etc.) will be extended to AfgREN NOC which is located in Kabul City and it is subject to change. About TEIN*CC TEIN*CC (Trans-Eurasia Information Network-star Cooperation Center) was established in August 2011 by the Korean Government and with TEIN partner support as a non-profit Foundation Corporation to take responsibility for the 4th phase of the TEIN programme which started in April 2012. It is located in Seoul with funding provided by the Korean Ministry of Science, ICT and Future Planning. TEIN*CC and the continuation of the TEIN programme were endorsed at the ASEM9 Summit in 2012 in Lao PDR where leaders recognised the important role played by the TEIN project in increasing direct internet connectivity among research and education in Asia and between Asia and Europe. Call for Proposals : Application Workshops on TEIN Network 2015 ? 1st Phase Program

Call for Proposals: Application Workshops on TEIN Network TEIN Application Workshops 2015 – First Phase Program On behalf of the TEIN4 project, TEIN*CC would like to make a call for proposals to interested individuals or organizations who are willing to collaborate over TEIN4 and its peering networks; to host application workshops aimed at promoting applications on TEIN4 with provision of budget (approx. up to 15,000 Euros per workshop). Information on the TEIN4 network can be found on www.tein4.net The expected outcome of the workshop is to lead to a concrete collaborative application project to be implemented on TEIN4 in at least 1 of the TEIN4 beneficiaries (Afghanistan, Bangladesh, Bhutan, Cambodia, India, Indonesia, Laos, Malaysia, Myanmar, Nepal, Pakistan, the Philippines, Sri Lanka, Thailand and Vietnam) and candidate country (Mongolia, etc.). Examples of existing applications using TEIN4 are, among others, projects in the fields of telemedicine, weather forecasting, climate change, and E-learning. Application workshops must meet the following requirements: New innovative collaborations or enhancements on existing collaborations which can contribute to the Millennium Development Goals (MDGs) set by United Nations. Collaboration with at least 2 countries with the involvement of National Research and Education Networks (NRENs) in at least 1 of the aforementioned TEIN4 beneficiaries and candidate countries. A project development plan for future collaborations should be included in the proposal with a clear time line. Proposed applications in new areas as well as proposed enhancements of existing collaborative applications with a potentially significant impact will be given special consideration. All proposed applications/projects must be non-commercial in nature. The workshop is encouraged to be conducted during the course of 2015 while the actual collaborative activities on TEIN4 can commence or be conducted thereafter. The workshop can be co-located as a satellite event of existing meetings/conferences in the region, such as APAN and APRICOT Workshops. Other Points to be noted: The organizer will try to invite at least one person from each TEIN beneficiary country including Mongolia subject to availability of budget. Participants from Non beneficiary countries are encouraged based on self-support and subject to availability of seats. Applications involving European partners are strongly encouraged. Call for Proposals: Training Program for TEIN Network Engineers                                                      TEIN Training Program 2014 - Second Phase Program On behalf of the TEIN project, TEIN*CC would like to make a call for proposals to interested individuals or organizations who are willing to collaborate over TEIN and its peering networks; to host training program aimed at enhancing the capacity of the TEIN beneficiary partners to develop and manage their national R&E networks and therefore promote international collaboration. Information on the TEIN network can be found on www.tein.asia     Based on our last HRD survey, TEIN*CC would like to welcome proposals for Training Courses covering but not limited to, the following areas: Campus Network Design Network Management and Monitoring Routing, Peering and Management Network Performance Network Security     Other Points to be noted: The Training Program can be sponsored with the support from Non-beneficiary countries or other organizations or institutions or private companies. The Supports can be varied from dispatches of trainers and provision of equipment to financial ones. In all cases, the sponsorship will be coordinated and approved by TEIN*CC and the general principles and rules of the EC will be applied. Inviting engineers from TEIN beneficiary and candidate countries are preferred, subject to budget availability (current candidates countries are Myanmar, Mongolia, etc.).   Evaluation Criteria covered but not limited to the following areas: Preparation of Infrastructure (Internet access, equipment, housing and etc.) Emphasis on TEIN Beneficiary Countries Attendance size Realistic Timeline/Duration on Set Objectives Cost (Needs to be specific, Please check the Appendix1)   A proposal (not longer than 3 A4 pages) should include the following: Set of objectives Expected outcome Synopsis program Target Participant(s) Outline budget (approx. up to 10,000 Euros per Training Program). TEIN4 Network Connectivity Contract Notice Announced (Revised)

The TEIN4 project seeks International Circuits to connect the National Research and Education Networks (NRENs) in the Asia Pacific region. The tender seeks international point-to-point connectivity to designated locations on NREN networks in the following partner countries/economies: Pakistan, the Philippines and Vietnam. The connections are expected to be terminated to one of existing TEIN4 network hubs in Beijing, Hong Kong, Mumbai, and/or Singapore, with link capacities in the range 622 Mbps to 2.5Gbps. Any organization interested in receiving the tender documentation and being eligible to participate in later stages of the tender must formally express interest to [tech@teincc.org] by 18 May 2014. TEIN4 Network Connectivity Contract Notice Withdraw

“To all interested connectivity providers: Following early feedback, TEIN*CC has decided to separate the immediate need to tender for further capacity from our potential longer term interest in purchasing IRUs. This will simplify the tendering process and allow providers to pursue one or both opportunities. The below contract notice is therefore withdrawn and revised documentation for both opportunities will appear on the website in the next few days. TEIN4 Network Connectivity Contract Notice Announced

The TEIN4 project seeks International Circuits to connect the National Research and Education Networks (NRENs) in the Asia Pacific region. TEIN4 receives funding support from the European Commission up to the end of the project (presumably March 2016) and from the participating NRENs. The tender seeks international point-to-point connectivity to designated locations on NREN networks in the following partner countries/economies: Australia, Bangladesh, Bhutan, Cambodia, China, Hong Kong, India, Indonesia, Japan, Korea, Laos, Malaysia, Mongolia, Myanmar, Nepal, Pakistan, Philippines, Singapore, Sri Lanka, Taiwan, Thailand and Vietnam and subject to change. The connections are expected to be to existing network hubs in Beijing, Hong Kong, Mumbai, and/or Singapore, with link capacities in the range 45 Mbps to 10 Gbps. TEIN and medical community join forces to combat Dengue Fever

TEIN and medical community join forces to combat Dengue Fever The latest Asia Pacific Advanced Networking (APAN) meeting held in January in Bandung, Indonesia, saw the addition of a dedicated Dengue Fever workshop in the programme for the established APAN Medical Working Group. A joint APAN-TEIN*CC initiative, the workshop took place on 20 January 2014, attracting over 30 attendees, including clinicians and researchers from within the multi-disciplinary dengue fever community, public health officials as well as National Research and Education Network (NREN) representatives from across the Asia-Pacific. Titled “Dengue Fever- Let’s STOP it!” , the workshop set out to provide a forum for participants to share experiences and best practices and to exchange ideas around how to manage, prevent and fight this infectious tropical disease. According to the World Health Organisation, Dengue Fever is putting almost half of the world population at risk. http://www.who.int/mediacentre/factsheets/fs117/en/ The discussions also provided an opportunity to explore how the NREN community and research and education (R&E) networks, at the national, regional and global level, can support the medical community’s international collaborative efforts to combat Dengue Fever in endemic countries and to prevent its spread. In addition to speakers from Pakistan, the Philippines, Bangladesh and Malaysia who attended the workshop in person, colleagues from Singapore, Sri Lanka, Australia and Japan joined the discussions remotely via a live video link provided by SingAREN, LEARN, AARNet and NII /NICT respectively. All sites were able to view the presentations and follow the discussions in real time using the multi-point videoconference system supported by their respective national R&E networks and the regional Trans EurAsia Information Network (TEIN). With high-definition images and stable connections, participants experienced videoconferencing first-hand, as a time- and cost-effective collaboration tool. The presentations covered a wide range of topics, from clinical case management to relevant climate impact studies. A round-table discussion that followed focused on taking stock of objectives and activities, as well as on how to move forward by working together and sharing experiences and processes to better combat the resurgence of the disease in the region. Participants agreed to build on the positive experience of the workshop and NREN-supported videoconferencing and to follow up with virtual meetings around specific topics and areas of research interest. Professor Leo Yee Sin (Tan Tock Seng Hospital, Singapore) stepped forward to facilitate the next virtual meeting on clinical case management. Discussions are underway with NRENs in Latin America and Africa, among other world regions, about adapting this workshop model to the local context to help build regional communities. The driving force behind the workshop, Prof. Francis Lee Bu Sung, President of SingAREN and Chair of Govenors of TEIN*CC, commented: “This was a very inspiring event.
